USA - PLASA presented its highest honour, the Eva Swan Award, to Rocky Paulson at its annual Cocktails and Awards Reception the evening before LDI. The Swan Award, which is presented only when there is a worthy recipient nominated, is presented to a member who has put forth exceptional efforts in time, expertise and personal resources on behalf of PLASA; been instrumental in shaping and promoting the strategic direction of the Association; made major contributions to the realization of the mission, goals and objectives; and enhanced the value of membership for all.

The award was presented to Rocky by Mike Garl, co-chair of PLASA's Technical Standards Council, who stated, "The person we are honouring tonight was one of the first members of the Technical Standards Program as well as one of the early supporters of what has developed into the ETCP. He has continued generously giving an exceptional amount of his time and expertise for years. His tireless contributions have helped insure the success of every program he touched."

Rocky was one of the first members of the Rigging Working Group and authored the first draft of PLASA's very first American National Standard E1.1 for wire rope ladders. He remains a member of the Working Group where his continued participation in the development of rigging standards has been invaluable.

In 1999 Rocky's foresight, vision and commitment to improving the industry was displayed once again as an original member of the ESTA Certification Program Committee and then the ETCP Certification Council. Rocky was also one of the original co-chairs of the Rigging Skills Working Group and Co-chair of the original Rigging Subject Matter experts. Garl added, "Again, having Rocky's participation in the early days of the ETCP demonstrated to the industry that this was an important program that would one day change the industry. And it has."

Mike concluded his presentation saying, "This exceptional individual has made this industry, this organization and everyone who has known him better off as a result."
